Military Tunnels has elite crates and scientists. The Large Oil Rig has the highest density of locked and elite crates but requires significant preparation with weapons and medical supplies.
Rust monuments use a tiered puzzle card system: Green cards are found at Tier 0 locations like Gas Station and Supermarket.
